RTLB clusters
Resource teachers of learning and behaviour (RTLB) are grouped into 40 clusters around New Zealand.
Each cluster is based at a particular school (the lead school) and, although you work at different schools in your geographic area, you’re employed by the lead school.
Your pay
Pay provisions for RTLBs are set out in the collective agreements as follows:

Special duties increment allowance
As an RTLB, you will be paid a special duties increment allowance of an extra salary step or, if you are already at your maximum step, you’ll get an additional $995 per annum.
The special duties increment allowance is set out in the collective agreements as follows:

Leadership payments
A lead school is allocated a certain number of leadership payments of $2,000 per annum, depending on staffing numbers. The board can allocate these payments to the cluster manager or any RTLB with leadership responsibility.

Allowances for cluster managers
If you are an RTLB cluster manager you will receive the:
- special duties increment allowance
- leadership payment, and
- an additional salary unit of $4,000 per annum.
